STEVENS COUNTY. THIS IS A FORMAL DEMAND FOR PROTECTION
FROM
THEIR UNLAWFUL ATROCITIES
Sirs:
We, as peaceful and
law-abiding citizens of Stevens County, seek the protection of you, County
Commissioners, Sheriff Craig Thayer, and your deputies from an imminent and real
attempt by the Internal Revenue Service to levy and seize property. We ask this
protection because the Internal Revenue Service has no legal authority or
jurisdiction to levy or seize property, real or personal, tangible or
intangible, from any private citizen of Stevens County.
Discovery is an
essential part of the law. As a result of this discovery we are presenting the
following material which will enable you County Commissioners and SheriffThayer,
and any competent jurist from whom you may seek counsel, such as the Stevens
County Attomey, or the Attorney General of the State, to fully understand that
the Intemal Revenue Service does not have the legal AUTHORITY or
JURISDICTION to seize property, either real or personal, tangible or
intangible, from any private citizen of Stevens County. In this letter we will
examine Internal Revenue Code Sections 6331(a), 6332 (a), 6332 (c), 6332(e),
3401(c), 3401(d),7701 (a) (10), 6103(b) (5),and 7701(a).(1).
First we
will review section 6331 (a) of the Internal Revenue Code.
SEC. 6331 (a)
AUTHORITY OF SECRETARY. - If any person liable to pay any tax neglects or
refuses to pay the same within 10 days after notice and demand it shall be
lawful for the Secretary t0 collect such tax (and such further sum as shall be
sufficient to cover the expenses of the levy) by levy upon all property and
rights to property (except such property as is exempt under section 6334)
belonging to such person or on which there is a lien provided in this chapter
for the payment of such tax. Levy mav be made upon the accrued salary or
wages of anv officer. employee, or elected official of the

said alleged tax liabilities are frivolous. All internal revenue taxes are paid
on a VOLUNTARY BASIS. It is up to each private citizen to decide whether
or not he wishes to pay the tax.
You, Craig Thayer, as the duly elected
Sheriff of Stevens County, are the most powerful elected official in the County.
We demand that you, and all deputies in the SherifPs Department, do your duty
and protest the private citizens from criminal acts of the Internal Revenue
Service pertaining to attempted seizures of property, either real or personal,
tangible or intangible.
